Return composite_signal with sub-signals: (a) suppliers_audited_pct (<30→25, 30-60→55, 60-85→75, 85+→90); (b) non_compliance_findings_resolved_pct (>80→90, 50-80→65, <50→30); (c) industry_certifications_count — count any active recognized third-party social/environmental supply-chain audit or certification framework (e.g. Fair Wear, amfori BSCI, SA8000, Sedex/SMETA, Better Cotton, Rainforest Alliance, RSPO, FSC/PEFC, GOTS, ISO 14001, Responsible Jewellery Council, B Corp supply-chain criteria, or sector-equivalent — NOT only apparel/agri schemes) (0→25, 1-2→55, 3-5→80, 6+→92). Server composite_signal_score. ZERO-IS-ABSENT / ANTI-FLOOR (mandatory, CLAUDE.md #4/#5): a sub-signal lands in its floor band (audited_pct<30→25, resolved_pct<50→30, certifications_count=0→25) ONLY when the underlying datum is DISCLOSED-and-weak (a primary/named source states a low %/zero certs). DISTINGUISH "disclosed and weak" (score the floor) from "not found / not published" (→ OMIT that sub-signal; never emit a 0%/0-count as a substitute for not-disclosed). Emit ONLY sub-signals backed by a cited primary/named source. If fewer than 2 sub-signals are evidenced, return type="absent" reason="not_disclosed" for the WHOLE index (it reclassifies to not_applicable) instead of fabricating a low composite. A 0 means "verified zero from a named source", never "not found".
