Network quality score for {legal_name} from a NAMED independent network-measurement report (latest). EXTRACTION RULES: extract ONLY from a named third-party benchmark — e.g. Ookla Speedtest Awards / Speedtest country data (ookla.com), Opensignal Mobile Network Experience Report (opensignal.com), nPerf, umlaut/connect benchmarks, or a national telecom-regulator network-quality/coverage report. Return composite_signal with sub-signals: download_speed_mbps, upload_speed_mbps, latency_ms, coverage_pct. ANTI-FABRICATION (CLAUDE.md #2/#5): NEVER use the carrier's own marketing or advertised peak ("up to X Gbps", theoretical/peak speeds) — only measured third-party values. If a sub-signal was not measured by any named independent body, return that sub-signal as absent rather than estimating it; do NOT reuse one source across all sub-signals. If NO named independent measurement covers {legal_name} at all, return type="absent" reason="not_disclosed" — never return 0 and never fabricate from marketing; this is EXPECTED for carriers/ISPs these firms never measured and the server reclassifies it to a clean not_applicable (excluded from coverage), not a perpetual insufficient.
