GRSGrid Reliability

SAIDI (System Average Interruption Duration Index) for {legal_name}, in minutes/customer/year. APPLICABILITY: SAIDI is a metric of GRID / NETWORK OPERATORS ONLY (electricity/gas distribution or transmission system operators that own the wires). It is NOT a metric of energy RETAILERS / SUPPLIERS (companies that sell energy to end customers but own no network — e.g. an integrated utility's retail/commodity arm) nor of pure GENERATORS. If {legal_name} is NOT a grid/network operator (it is a retailer, supplier, trader, or generator with no regulated distribution/transmission network), SAIDI does not exist for it → return type="absent" reason="not_applicable" (the index is then N/A, never a penalty or a fabricated number). EXTRACTION RULES: for a genuine grid operator, cite annual reliability report + national regulator (CEER for EU, FERC for US, ARERA for IT). Return exact_numerical{value: <saidi_min>, unit: "minutes", source_urls: [...]}. Server applies inverted ratio_band (<30→95, 30-60→80, 60-120→65, 120-240→45, 240+→25). Lower SAIDI = better. If no SAIDI figure is published for a verified grid operator, return type="absent" reason="not_disclosed" — never estimate or fabricate a number.
