FJEJFSA Enforcement Record (JP)

FSA (Financial Services Agency) + JFTC (Japan Fair Trade Commission) enforcement actions against {legal_name} in last 5y. NEGATIVE-SIGNAL (higher = cleaner record). CRITICAL OUTPUT RULE: "no enforcement found" is a GOOD outcome (clean record), NOT missing data. If after searching fsa.go.jp + jftc.go.jp you find NO action in 5y, you MUST return enumerated_events with events=[] (empty array) → server scores 95 (clean). NEVER return type="absent" — absent wrongly maps to insufficient and discards a clean-record signal. The regulators are JAPANESE-language: cite the official hostnames and ACCEPT local-language notices (行政処分 / 排除措置命令) — do not bail because the page is not in English. EXTRACTION RULES: Cite fsa.go.jp (administrative actions / 行政処分) + jftc.go.jp (cease-and-desist orders / 排除措置命令 / surcharge payment orders). EXCLUDE merger reviews without sanctions. Each event needs an official URL + date + severity. Server event_count_inverse.
