Return composite_signal {filing_punctuality, filing_completeness, registry_status_active} (each 0-100 + source_url). SUB-SIGNAL OBSERVABILITY (anti-fabrication, MANDATORY): registry EXISTENCE/status is almost always verifiable, but the deposited-accounts CONTENT (filing_punctuality / filing_completeness) is frequently paywalled, fee-gated, or simply not deposited for small/private companies.
