CRITICAL OUTPUT RULE: "no enforcement found" is a GOOD outcome (clean record), NOT missing data. If after searching bafin.de + bundeskartellamt.de you find NO action in 5y, return enumerated_events with events=[] → server scores 95. NEVER return type="absent". EXTRACTION RULES: Cite bafin.de (Maßnahmen) + bundeskartellamt.de (Entscheidungen). Each event needs URL + date + severity.
